CPI Shanghai Electric Power Explores Integrated Multi-Pollutant Control Technology


    Xinhuanet reported on November 12 (by Zheng Xiaoyi) that to reduce emissions of thermal power generation is the priority for urban haze control. SEP, a subsidiary of China Power Investment Corporation relays on technological innovations made in the past years to realize energy conservation and form a set of ‘collaborative integrated multi-pollutant control technology’. This technology begins to bring economic benefit and effectiveness to the company.

    At Shanghai Waigaoqiao Power Generation Co., Ltd, Wujing Cogeneration Co., Ltd, Caojing Cogeneration Co., Ltd, Caojing Power Generation Co., Ltd and Shanghai Changxing Island No.2 Power Plant, the reporter was told that these enterprises have adopted micro particles PM2.5 aggregator, low temperature economizer, wet electrostatic precipitators, low-NOx burner technology and equipment, effectively reducing emission of soot, PM2.5, SO2 and NOx and other major air pollutants.

    In control of emission of soot and PM2.5, SEP took the lead in China in tackling the difficult problems in PM2.5 control. Last April, they piloted PM2.5 fine particles aggregator in a coal-fired unit in Wujing Cogeneration Co., Ltd. This equipment make the soot absorb charge before entering into the electrostatic precipitator, some with positive charge and others with negative one. Then the charged soot enters into the mixing process and changes into large particles. After electrostatic precipitator, the soot and fine particles are removed.

    Wu Decai, the manager of Wujing Cogeneration Co., Ltd, told the reporter that the testing results indicate this equipment can reduce PM2.5 concentration by 30% and the concentration of dust emission by 20%. In addition, this equipment is small in size, needs few capital investment and low-cost, making it worthy of commercially popularizing.

    In Caojing Power Generation Co., Ltd, with low-temperature economizer, the large coal-fired units of one million kilowatts reduce the dust emission concentration from 21 mg/m3 down to 15mg/m3, which lower than the 20 mg/m3 standards required by the state in some major areas since this July. Mr. Hu Weibin, the Deputy General Manager, said that ‘The installation of this equipment not only reduces the pollutant emission, but also realizes energy-saving effect. Thus, 1.5g of standard coal is saved for one kilowatt. This means 8,000 tons of coals are saved one year. The capital investment can be recovered within five years. ’  

    In Shanghai Changxing Island No.2 Power Plant, two small coal-fired generating units of 12MW are equipped with wet electrostatic precipitator, reducing the dust emission concentration to 10mg/m3, while greatly reducing the concentration of PM2.5, sulfur trioxide and mercury. Shen Hao, the deputy director, said that this is the first new technology with independent intellectual property rights developed by a domestic equipment manufacturer.

    In the control of nitrogen oxides, Shanghai Waigaoqiao Power Generation Co., Ltd invested 310 million Yuan last year for the four units for denitration transformation, which reduced the emissions concentration of nitrogen oxides to 100mg/m3. This help the plant meet the new national standard to be implemented in July 2014.

    In the removal of sulfur dioxide, Shanghai Electric Power Co., Ltd adopts double-loop lime gypsum wet FGD technology, improving the desulfurization efficiency from 95% to 98.3%, better than gas engines emission standards. In the removal of mercury, through integrated multi-pollutant control technology, such as wet electrostatic precipitator, the mercury emission concentration in soot is close to 1μg/m3, making it far below the national standard 30μg/m3.        

    Through applying replace small units by large ones, structure adjustment, de-sulfur and denitre modification and collaborative integrated multi-pollutant flue gas treatment technology,in year 2012 the power plants of Shanghai Electric Power reduced fume, SO2 and NOX emission by 41%, 71% and 32% respectively.

    Chairman Wang Yundan, Shanghai Electric Power (SEP) said that ‘We integrate these small technologies of dust removal, desulfurization, denitrification and mercury removal into large-scale one in order to achieve the emission effect similar to that of the natural gas power plants. This emission effect is possible through repeated practice test and technological innovation.’

    It is reported that this "synergistic technology of multi-pollutant control” has passed the validation assessments conducted by a number of environmental experts. According to China Power Investment Corporation, this set of integrated technology can serve as a pilot for thermal power plants. This is an advanced innovation with economic effectiveness in investment, making it worth commercially popularizing.
